Oracle 11g EE on Windows management of Tablespaces vs Users

How to create/manage multiple table spaces and users from Oracle Database 11g Enterprise Edition 11.2.0.1.0.

please advice.

I have installed Oracle 11g EE from below link,

Oracle Database 11g Release 2 for Microsoft Windows (x64)

esp :

Oracle Database 11g Release 2 (11.2.0.1.0) for Microsoft Windows (x64)
win64_11gR2_database_1of2.zip (1,213,501,989 bytes) (cksum - 3906682109)
win64_11gR2_database_2of2.zip (1,007,988,954 bytes) (cksum - 1232608515)


So after downloading, I have installed it. so my question is I couldn't see any admin portal to create/manage tablesspaces and new users and associate some privileges etc.

How can I do such things, did I do proper installation?
