Unable to connect the Database

Hi all,

In our setup db2V9.7 with fixpack 4 with the partitioning databases.

Having issues with connect the databases.

I tried to connect the database it's throughing an error:

[db2inst1@vrdtisdbhcl01 ~]$ db2 connect to TIS_DWHD
SQL1032N No start database manager command was issued. SQLSTATE=57019

I tried the db2start command:

[db2inst1@vrdtisdbhcl01 ~]$ db2start
03/22/2013 19:38:14 0 0 SQL6048N A communication error occurred during START or STOP DATABASE MANAGER processing.
03/22/2013 19:38:15 1 0 SQL6048N A communication error occurred during START or STOP DATABASE MANAGER processing.
SQL1032N No start database manager command was issued. SQLSTATE=57019


Please help me get rid of this issue?
