problem in Db2 database connection

i have a test bed where db2(DB2 v9.7.0.1) has been installed but when i tried to connect database below error is showing:

SQL8001N An attempt to connect to the database failed due to a product
licence problem. SQLSTATE=42968


is there anyway to bypass it??
