Launching a file from BD

I have two forms

One is called Variables and another called Clients

If I tell BD to run a file that is referenced as
c:\winbox.exe inside the form in Variables it will open the windows browser for the file if it is linked inside clients instead of loading it with my variables.

If I create the link inside Clients it works fine so it seems that somewhere it breaks.

Any ideas on this as I think I need to call it a Global variable but I am unsure how to implement this
