ct_bind(): user api layer: external error

Hi Experts,

I'm getting the below error while the scheduled(cron) batch job runs.
Some transactions are getting failed,few got succeded.

Please help in resolving this ASAP.

CT-Library error:
Severity=0; number=155; origin=1; layer=1
ct_bind(): user api layer: external error: This routine cannot be called when the command structure is idle.
Current SQL follows:
