MS Access 2007 is not grouping records in a summary query

I am trying to summarize and group duplicate records in table, but it is not working. I have done this same operation thousands of times before. I cannot figure out what I am doing wrong. The screen1 file shows the query. The screen 2 file shows the query result. I would have expected the result to only show 1 record for 201101, but it is not being grouped.
