4 cells to conditionally format based on Multiple values in another cell

I am trying to highlight (conditional Format) specific cells showing where to place info IF a cell starts with a specific value. is this possible?

IF D3 cell values start with the number 4 (475 460 450 etc) I want to turn cells H3, J3, L3, and N3 GREEN. IF D3 cell values start with a 2 (275, 260, or 250 etc) I want to turn cells H3, J3, ONLY GREEN . IF D3 cell values start with a 1 (175, 160, or 150) I want to turn cell H3 ONLY GREEN.

I have excel 2003. Soon to upgrade to excel 2010. is this possible?
