access to utl_file package

Hi ,

I am trying to use utl_file package inside my test package and i am getting an error but when I am running the same piece of code using anonymous block it is working OK.

I have attached the code and error.

I think some sort of permission issue with the directory object PPP_LOG_DIR

Please advice
